Thinking of buying a low iron frameless pico sized aquarium that's 4 gallons. It's that large enough to support a colony of RCS? Will they breed if other conditions are good?
It will be planted.. I'll probably add moss for the shrimplets and it will be filtered with a sponge prefilter to prevent them from getting sucked up. I have extra floramax by caribsea for substrate.

4 gallons would be fine, although I would recommend a larger tank, an 8 or 10 gallon, just because they can have so many babies!
Go ahead and breed them in the 4 gallon. Just make sure you give them enough food and plants.
But if you do not have it already, I'd recommend getting fine black sand for your substrate. The baby shrimp will easily get stuck under gravel and small pebbles and it's hard to vacuum gravel without squishing a bunch of little babies!

It's possible.
It's a small tank, but it's big enough to heat, filter and cycle, and as each individual shrimp only has a small bio-load, you can certainly keep a handful of them in there, and with good care and a bit of luck they should breed.
