For fiction, a good command of whatever language you're writing in and the determination and self-discipline to see it through to the end. There are a few other things that will help, but they're somewhat negotiable.
For non-fiction, as above, plus an encyclopaedic knowledge of your subject and/or the ability and willingness to do whatever research is necessary to acquire that knowledge.

Like the previous answerer posted, experience is essential.
Beyond that, you need creativity, a bit of spunk, and something that sets you apart from everyone else. You have to remember that you are competing with thousands upon thousands of other people who have the same or similar end goals. In order to make a lasting impression, your work needs to have heart.
Of course, writing a book and publishing one are two completely different stories. Many people will find that it is hard to get anything accepted by publishers without an agent (much like how musicians and actors have), because there is always a particular "type" of book that publishers are looking for at any given time.

You do not want any qualifications as such just be equipped to construct s story that individuals will wish to learn, and that clearly has a beginning,center and end My son has had 2 small books released, and has no formal related skills aside from English at tuition and his artwork skills from school

You don't need qualifications to write a book.
You do need a certain mindset. You've got to be prepared to do a lot of work, on your own (if you're on here after two paragraphs asking for "critique" you don't stand a chance) and you've got to want it to be as good as it possibly can be. That means accepting that your first draft isn't perfect - not just in terms of having typos, but in terms of the storyline and characters.

some writers went to college, to get more experience. and some didn't. those who didn't, are probably gifted. born to write.
