is there a way that I can change the default save format on windows 7?

I like to save pictures through MS paint and when I do I save them as BMP but every time I click
save as it automatically has PNG as the default to save which is annoying because I never want to save my files as PNGs for personal reasons, so is there any way that I can change this?

you can use photoshop cs4 to change the format.
