Army Overweight Program?

Question dealing with AR 600-9 and the overweight program in the Army in general.

Once a soldier has weighed in over max, and busted tape, is the Army required to send them through the steps outlined in 600-9? Or is this an option for command to decide?

For a scenario, soldier misses run by 6 seconds, that's a failure plain and simple. Missess height and weight, and goes over the tape. Would the next step be 600-9? Or would it be discharge? Or would it be discretionary?

This is not an 'eat your way out of the Army' scenario.

The rules are obviously not applied, given the number of fat soldiers, particularly in desk jobs.
