Shivering with cold Puppy?

Seeing as my puppy is a basenji, and they have little to no undercoat, I got her a small sweater to wear. Where I live in New England, it's starting to get really chilly, especially in the mornings and evenings when we go for a walk. She shivers like crazy on our walks! She doesn't seem to like the sweater. She either sits there and looks at me and doesn't come or play, or when we go for a walk, she sits on her butt and looks at me. Once I take it off, she's the perfect puppy that she is; bouncing around and playing and walking on her leash fine. It seems like she would rather shiver than be warm!

Are there suggestions anyone has so I can keep her warm on our walks?

She's wearing it in my picture.

Get a light jacket and start teaching her to wear it. Put it on in the house for increasing amounts of time. Maybe give her a special treat when she wears it. Or you could start running with her. That would let her body heat up a little better, plus its good exercise.

Put her in a dog coat that is special to keep dogs warm.

I know your dog doesn't have a hairy stomach but most dogs don't like having their stomach covered. See if you can cut the sweater where her stomach has open access to air.
