i know that i have to access the bios but when i boot-up the laptop and hit F10 it just takes me to a setup screen and i can't find the power managment to perform the auto-startup. can you help me?

Some laptops don't allow auto-startup. Mine does not, for example.
As for auto shutdown, you can use power options in windows or task scheduler.
