700 is the nominal size of the tire in mm.
c means clincher, The beads clinch to the rims at the bead seat.
25 is the nominal width of the tire.
622 is the actual size of the rim and tire in mm at the point where they clinch to each other, the bead seat. BSD bead set diameter.

It will rely what TIRE dimension you've got. When you've got a 700X28c tire, a 700cX23/28 tube will work, so will a 700cX25/30, 700cX25/32, or 700c X28/34. These are all unique sizes but all comprise the 28. Some can be heavier than others or will develop thinner when inflated to the recommended pressure. So seem on the wall of your tire and discover a tube that entails that dimension. In case your tire comes in inches like 700cX1 1/4" translate that to mm. 1 inch = 24.6 mm, so about 30. A tube 700cX 25/32 will have to work.
