Electric hot water heater issues....?

I replaced both elements and thermostats about a year ago and I did all the checks on the thermostats and elements and they have all checked out ok. I also drained it and checked the water pressure at both outside spickets, they both pegged the gauge all the way around which would be about 130 psi or so. i also changed the t&p valve last year twice. the problem is that i have water flowing slightly out of the t&p discharge pipe, about a gallon every other day. I set the thermostats to 140 degrees and its a little more discharge, I set it to 120 and it slows down some. any ideas you can give me would be of great help.

130 psi is way too much pressure!  The pressure release valve is working as designed to prevent a tank rupture!  Normal water pressure is 30 to 80 psi.  If you have an expansion tank, make sure there is still air in it.  If your water pressure is still 130 psi after you run some water, your water pressure might be set too high or the pressure regulator has failed.  Call your water utility.  If you have a well your pressure switch is way out of whack and should be replaced.

When you get hot water to pop of out of the P/T valve, it's because you either have a faulty P/T valve OR you have the gas valve tempreture control set too high. Try turning it down to 110 degrees and see if you still have the problem. That should be plenty high enough!
