Skyrim dragon souls question (shouts)?

So I have learned unrelenting force and fire breath thus far in the game, I learned unrelenting force first and had no idea what to do with it until I killed my first dragon, since then i have killed four dragons, 3 had the frost breath and one had the fire breath. My question is why is fire breath (for me) still locked out, it just keeps saying "Dragon souls are required to unlock shouts" and I know I got the souls of all the dragons because it went through its animation and made a point of it on screen, so what gives, what don't I know?

since asking this question I acquired the disarming shout, and collected another dragon soul, totaling 6 dragons...?

I assume you're playing on the PC and that you may have an XBOX controller hooked up. Also that you went to the shouts menu and tried pressing the "R" key to unlock a shout and it didn't work. Here's what worked for me...

Short Version
Enable the XBOX 360 controller, exit the menu. Use the controller to enable a shout. Then disable the XBOX controller. Pressing the "R" key in the shouts menu should work from now on.

Painfully Detailed Version
This sounds like what happened to me the other day. I started a new character, got my first shout (Unrelenting Force) without any problem, discovered Elemental Fury and Fire Breath, killed 2 dragons, have 2 unspent Dragon Souls, but when I highlight the shout and press R, it still tells me "Dragon souls are required..." I have an XBOX 360 wireless controller hooked up to my PC, but I don't use it for Skyrim. Here's what I did right before it starting working properly:
== Enable XBOX controller ==
Press Escape, click System, click Settings, click Gameplay, enable 360 Controller. Press Escape, escape.
== Unlock a Shout ==
On the XBOX controller, press B (to exit the menu).
Press B (opens up Skills/Items/Magic/Map menu), press Left, Left, Down until you get to shouts, A, X, A, finally B to exit.
== Switch back to keyboard control ==
On the controller, press Start, Left-Trigger, Down, Down, A, A, Down, Down, Down, A, B, B.
Your shouts menu should be working again. Remember to press "R" when trying to unlock a shout.

You have to apply the souls to shouts you have learned to unlock them. Should be in the magic menu, been quite awhile since I've played skyrim though

u gotta press sqaure over it or watever button if u dont have ps3 in
