If another country decided that they also have the right to kill their own citizens, or foreign citizens, without trial, do you think that could be considered a "terrorist action" by the Obama administration?

Yes. They do it now. Remember when Gaddafi was trying to stop foreign terrorists from taking over Libya and he started using military force on them. The Obama admin condemned his actions and gave air support to the terrorists without congress approving. Now Libya is in chaos and being ran by worse people than Gaddafi. The same is happening in Syria.
Gaddafi and Assad aren't/weren't good guys but the US government does the same things that they were doing.
