I've been having issues with my Sneak skill. My primary skills are basically Sneak, One-Handed, Light Armor, and Archery.
While Archery is fun, I also enjoy the idea of being able to sneak up to someone and deliver that 15x dmg with my dagger. However, the problem is I can never sneak up on anything because I'm always being discovered.
I have 29% sneaking on my ring & necklace. I believe I have around 60+ sneaking...possibly 70+. I wear light armor. I'm sure to move slow since that does affect detection. And I know light affects detection as well.
So, what's up with "always" being discovered?

I have the highest sneaking perk available and since I use heavy armor I also have the Steed Stone blessing that makes me carry an extra 100 carry weight and cancels any armor weight mobility while in sneak mode. I also have the gift from the nightingales and dark brotherhood, with ring and necklace enchanted jewelry for sneaking. I cant remember right now but I think I enchanted my boots for sneaking too. If you want to enchant the highest sneak ability on to your ring, necklace and boots before you enchant them drink the best enchantment potion you have to boost the enchantment on any item you want with a higher level skill.
First, you should know what your sneaking skill is at, since it is easy to check. Second, you can put sneaking enchantments on your armor, as well. Third, there is a light armor perk that makes the armor wiegh nothing and not slow you down at all, which helps for sneaking. Finally, there is an illusion spell called Muffle that makes you almost completely silent and will not only level up your illusion skill, but helps with your sneaking skill.
Here is another tip for you. When trying to sneak up on someone, use a dagger instead of your shield (there is a sneaking perk to make daggers do 15x damage when undetected) and put your shield away. Both make noise when you are moving, drawing, or putting a way the weapons.
There are tons of ways to exploit if you're desperate. Like fire an arrow near something in a cave and leg it, when you're back to undetected, it will go up. But firing arrows at stuff (and killing them helps) in sneak mode will up your skill. As it levels up, you get ridiculously undetectable and you'll be able to do this really easily.
