I haven't had my license for a full year, but I'll be 18 in February...?
On my 18th birthday, can I drive with others in the car, even though I haven't had my license for a year? (California)

Yes, once you turn 18 all the provisions on your license drop (besides wearing glasses) You can have anyone in the car with you and you can drive at any hour of the day now so the no driving between 11pm-5am statement is no longer valid. The law is you must wait a year or until you turn 18, whichever comes first :)
How funny, I got my California license February 17, 2012 when I was 17 so when I turned 18 in October I could drive with whoever I wanted.

Does the rules say you must have your license for a full year or only until you are 18?

Doesn't matter how long you've had it. I never had my drivers license but as soon as I turned 18, i took the test and I passed an got my license. I'd wait until I turn 18 if I were you.
