Why do some theists ask questions to atheists but block atheists from answering?

To be honest I think such individuals are just trolling to disrupt anything like a useful dialogue. They may not actually be theists, frequently they seem to be trolls who have no convictions either theist or atheist, whom are looking for a way to trash all discussion. They behave much like a toddler screaming for attention because the adults are having a conversation, instead of paying attention exclusively to the toddler. In a child it is because they are feeling insecure and good basic parenting skills correct the situation. In an adult while such behavior is annoying and pitiable, in some cases it may be a symptom of an underlying sociopathic or even psychopathic condition.

There is no way to 'block atheists'. You can block individual people, but nor groups. If YOU have been blocked, it is as likely to be because of your personal way of responding rather than any group identification.
