Can't Safely Remove thumbdrives or SD cards?

About 50% of the time when I try to Safely Remove hardware (thumb-drives, SD cards) the laptop says it can't eject them because they are in use. I check that I do not have any windows or programmes using the drives, but it still says they are in use. Is there a way to make it recognise that they are not in use?

as long as there not flashing or saying there doing anything don't worry, just pull them out, it only matters if YOUR copying and pasting stuff to it and pull it out
