Aftermarket CPU cooler vs. more case fans?

I am deciding whether or not to get an aftermarket cpu cooler or just buy more case fans for better airflow. I have the FX8350 AMD processor with the stock heatsink/cooler, although I do see that the stock cooler is made by coolermaster. It runs at around 55°C-64°C when I'm gaming and 40°C with chrome open and typing this. The case I have is the CoolerMaster HAF 912 with just the two fans that come with it (intake in front, exhaust in back). My plan is to spend less then $35 and by the way, I was looking at the CoolerMaster Hyper 212+ for $25 on amazon.

My whole objective is to get the temps lower.

Don't get the Hyper 212 Plus. Get the 212 Evo. The evo has 1 extra heat pipe and they all touch eachother, so there is no deadspace where the heatpipes don't touch the CPU.

As for case fans, you can buy cheap $1-2 ones off ebay that connect directly to your power supply via 4 pin molex. Fans as intake at bottom and front, and exhaust at the back and top.
