Most Republicans supported the Kennedy-McCain Act of 2007. Bush even went to Congress to plead for its passage. But a few ultra right wing party xenophobes filibustered. The center of the party is now trying to reassert control, and a good idea is a good idea regardless of what a few racists think. There is no other practical solution to the problem. Even Reagan saw that.
