Mud fever or not? Opinions?

My horses hair on his pastern isn't their anymore, but there isn't any scabs and other than than the missing hair it looks fine. Would you say it is?

With no scabs, I would say probably not mud fever.
Probably just rubbed the hair off..
Any swelling? redness? heat?
