You have to consider how much energy that would take. In order to make it legible, it would have to be at least hundreds of miles wide. Think of the energy that would be required to power streetlights to keep an area hundreds of miles by hundreds of miles well lit. Now quadruple it because you will have to account for the diminishing intensity as the light crosses the space from the Moon back to the Earth.

Unless we invent free energy, it will still be much cheaper to put an ad on every TV show and every website. Frankly more effective too. People look at TV and the internet a lot more than they look at the Moon.
