Did the battery get a short circuit?

I use the Cree XML bicycle light and one of the two wires got pulled and frayed and it stopped working. So I cut it and reconnected it, but the light would not go on. When it got frayed was that enough to short circuit and damage the battery?

That battery is a lithium Ion not available in any store. I found a battery specialist that can get me one.

I also don't have soldering kit so what place would solder the wire back on? Some of the place's I have gone to say they will not work on it because of liability issue's.
