1998 ford f150 fuel system problems, sputters out at about 3000-3500 rpms?

i have a 1998 ford f150, when i hit maybe 3000 rpm's (dont have an rpm gauge) it kinda starts to sputter out and when it gets ready to shift it revs out before it shifts. so i began making the cheap repairs, fuel filter(which was a pain in the a$$, the spring was broken in one of the fuel line locking system), air filter, fuel injector cleaner. i still have the same problems. i plan on changing the fuel pressure regulator out next, then fuel injectors and if thats not the problem, fuel pump. then lastly all the fuel lines. before i make these expensive repairs i figured id ask you guys for any guidance to see if anyone can narrow down the problem or had a similar problem and how they fixed it. thank you

put a fuel pressure gauge on it to check the pressure take it for a ride with it on have to start with that u can drive yourself crazy guessing spend lots of money and still have same problem if the pressure is low prob needs fuel pump also turn the motor off leave the gauge hooked up and see if it holds pressure if it doesnot pump is n/g

If you go over this normal shift point like if you hold it in 1st does it still sputter or does it just do it a specific area of RPMs. If it gets to a point and still is sputtering after it then I think you may be on the right track. Replace the regulator first then if that doesn't fix it then buy a fuel pressure guage and hook it up (somewhere on the fuel rail there will be a thing that looks like a tire fill plug) At idle and when under load (or revving) the pressure should be ~30-40psi and when the engine is slowing down (especially when driving) the pressure should be less. If the engine off pressure or idle pressure is lower than 30psi then the fuel pump may be to blame. 

If pressures are healthy then look into cleaning the MAF sensor (by spraying electrical cleaner down the holes) and maybe replacing the spark plug wires (unless if its coil on plug then that wont matter) Which reminds me, it may be time for a spark plug change.

fuel pump pressure should be 40-45 PSI. Without the expensive tester at your disposal it is impossible to test what your fuel pressure is. Replace filter first if it has not recently been replaced. Before installing a new fuel pump test for power to fuel pump, power signal stops about 3 seconds after key turned on so you may need someone else to cycle key on.
