I'd honestly try to go for a roster of guys that I wouldn't expect to see together all too often, which is hard to do to be honest.

1. Alex Shelley (The guy has potential that no one has come close to tapping on a singles level)
2. Chris Hero/Kasius Ohno (I don't know why he's not on the main roster yet)
3. Mike Quackenbush (one of the greatest wrestlers alive today)
4. Austin Aries
5. The RockNES Monsters (Johnny Yuma/Johnny Goodtime, one of the most underrated tags)
6. Jim Cornette (For managerial purposes)
7. The Young Bucks (Stick Cornette with them)
8. Chuck Taylor (Hilarious, charismatic, and talented)
9. Willie Mack (Agile and talented guy with a bigger build. Many have called him the new Samoa Joe)
10. The Stampede Bulldogs (Tyson Kidd and Harry Smith) WWE screwed them hard.

Five big WWE/TNA "Names" I'd hire:
1. Chris Jericho (I've always wanted to see Y2J v. Aries or Y2J vs Shelley, or even Y2J vs either Young Buck)
2. Kofi Kingston (Because I think he'd draw, he's also one of the most unique wrestlers out there)
3. Montel Vontavious Porter (I miss MVP in the states)
4. Antonio Cesaro
5. Kurt Angle

Triple H. the guy has an effective employer head. Failing that option, Mr Kennedy (kennedy) tremendous speaker, no longer too shabby contained in the hoop and a possible breakout personality in 2008/9

I wouldn't include people like Jericho, Taker, and Sting (even though I like all of them) because it would be wrestlers I could build a promotion around, not wrestlers that are going to retire within the next couple years. Although I'd damn sure try to get Jericho to be on my Creative Team when he retires. That being said, here's my 15, in no particular order other than the order in which I think of them.

1. Dolph Ziggler
2. Cody Rhodes
3. Austin Aries
4. Dean Ambrose
5. Seth Rollins
6. Drew McIntyre
7. Curtis Axel
8. Big E Langston
9. CM Punk
10. Tyson Kidd
11. Antonio Cesaro
12. Sami Callihan
13. Kurt Angle
14. El Generico (as El Generico, not Sami Zayn)
15. Daniel Bryan

As you might have been able to tell, it would be focused mainly on actual wrestling, not entertainment or stupid storylines. I'd have the mix of future stars who haven't made it big yet (McIntyre, Kidd, Cesaro), established world-renowned indie stars (El Generico, Sami Callihan), big guys (Langston, Axel), and veterans (Punk, Angle). As for Creative Team, if I had a choice of anybody I'd get Paul Heyman, Jim Ross, Dutch Mantel (aka Zeb Colter), Chris Jericho, and Billy Gunn.

10. Bobby Roode
11. James Storm
12. Antonio Cesaro
13. Kassius Ohno aka Chris Hero

Typical internet fan roster. It is true though that this roster could produce a significant amount of amazing matches.
