The scripture you mentioned has already been fulfilled. And, yes, he did find faith on the earth.
As for "Who TODAY are the faithful and true?" several things have to be taken into consideration to determine that.
1. The faithful and true worship the only true God, Jehovah.—Deuteronomy 6:4, 5; Psalm 146:5-10; Matthew 22:37, 38.
2. The true religion offers access to God by means of Christ Jesus.—John 17:3, 6-8; 1 Timothy 2:5, 6; 1 John 4:15.
3. The faithful and true teache and practice unselfish love.—John 13:34, 35; 1 Corinthians 13:1-8; 1 John 3:10-12.
4. The faithful and true remain untainted by worldly politics and conflicts. It is neutral in time of war.—John 18:36; James 1:27.
5. The faithful and true let God be true by accepting the Bible as God’s Word.—Romans 3:3, 4; 2 Timothy 3:16, 17; 1 Thessalonians 2:13.
6. The faithful and true do not condone war or personal violence.—Micah 4:2-4; Romans 12:17-21; Colossians 3:12-14.

The right faith is in Jesus. Today the faithful and true are those who believe in Him as their Lord and their Savior and follow Him.
