you can use (utorrent speed up pro)
but I recommend that to use (Tixati) it's the best torrent software for me , and it's free to use , you can download it from here http://www.tixati.com/
however if the torrent you want doesn't have much seeders , nothing Will help you the torrent download speed is based on these two things :
1- your internet speed
2- the seeders internet speed and in how much speed they do seed it for you
just use Tixati and it's the best and try to find a torrent with a lot of seeders :)

possibly maybe bluetooth is on so take that out from the task manager( crtl +alt+delete)
end the task in processes cz it uses alot
