I need some help figuring out how much to cast on I want to make this blanket to measure?

close to 30 by 30 its OK if its a little less than. I'm planning on making up the size by adding a border. The issue is I only have one ball of yarn the measurements on the package says 446 yds / 408 m
US 6 4mm 4x4 inches 10x10 cm 30 R 22S can someone please help me! I'm on a time crunch I'm thinking of either doing a basic garter stitch or a basket weave (basket weave is multiple of 8 plus 3 stitches). I just need to know how many to cast on to get me as close to 30 by 30. I am knitting this also I'm using a size US 7 needle because the 6 just feels like it takes forever to knit up. A baby blanket usually is about 36 by 36 so I'm planning on adding a boarder to make up for the lack of yarn. Thanks!

Decide how wide you want the border and which size you want the finished blanket to be. Deduct the width of the border from the finished size. That is the size you knit.
Using a size 7 needle means you will have to knit a square to work out your gauge. When you know how many stitches you get per inch you will be able to calculate how many stitches to cast on for the size you want. If you decide to do the basket weave a few stitches more or less to get the correct multiple is neither here nor there.
