I realize that if possible, it would most likely be very difficult, but regardless of difficulty - I'd like to know if it is plausible to recapture CO2 emissions that are emitted from car exhausts, coal factories, etc. and utilize that gas to create more energy - Obviously there will be some CO2 emissions regardless, but I presume that if this was possible that they could be lowered significantly.

It is not a good idea, by sequestering CO2 we are also locking away the oxygen we need.
CO2 is not a pollutant it is essential for life, without it there would be no plants.
Because of the increase in CO2 emissions plant bio-mass is increasing and our planet is greening.

CO2 in past earths history has been many times higher than now without there being problems, perhaps before we try to reduce CO2 we should find out what is the ideal amount for man and this planet.

The technology exists and is used in some power generating plants. It is more expensive, so not widely used, unfortunately. The captured CO2 can be used in manufacturing (carbonation for drinks, etc), greenhouses, or pumped into underground wells and sealed.
The CO2 itself, however, is a product of combustion, and as far as I am aware, can not be used to produce more energy.
