Fraps not recording at 60 FPS?

I do YouTube videos as a hobby and I try to give the best quality I can, before my old laptop could run things at 30FPS so I recorded the game at 30 FPS. I now have a powerful desktop that easily runs things on ultra at 60 FPS but even when I set the setting to 60FPS in Fraps it records in 30. It's obviously a bug because it will start at 60 and drop down slowly. How can I fix this?

It still did it unless I stared at a wall, even when I set all settings to Low.

I suggest uninstalling then reinstalling and setting fps to 30, then record, then bring to 60 fps and see if that works
