And the landlord came by yesterday 7/20/13 with a legal document "notice of change of terms of tenancy".  He says the paperwork he gave me is a legal document. At which I totally understand. But this landlord raise my rent $110.00 within 50 days. Is this legal!

If you have a lease your rent can only be raised when your lease ends and it's time to renew. If you are on a month to month they can raise the rent as often as they want to as long as you are given a 30 day notice of the increase

100% legal if you have no lease.  30 days notice is all that is needed.
