The Moon will be full tonight (8/20/2013) and it will rise at 7:27 EDT.
FYI -- Tonight's Full Moon is known as the 'Full Red Moon' at this time each year
and, it happens to be a 'Blue Moon'.
A Blue Moon is usually known as the second of two full moons within a
calendar month -- AND, a Blue Moon can also be the third of four full moons
in a 'season'. This August 20-21 event will be a seasonal (summer) Blue Moon.

No, Full Moon is tomorrow night. However the Moon a day or two on either side of Full Moon is also very bright, and hard to tell from Full Moon without a telescope.

No.
The wall calender in front of me says tomorrow morning at 7:15 (IST), that translates to 1:45 hrs. GMT (or UT); 20:45 hrs ET. Wait for 22 hours more.
