What exactly is this? I did some research and all I could find was it gives you a $1400 dollar raise in pay. Any help would be greatful

It is most likely a police officer who is part of a special unit: (gang unit, undercover,etc). It usually takes about 2 to 3 years after the academy to join a special unit.
