Well that is true of most governments like France and England where one protest can bring the entire government to a standstill and the government has to give in to the people or risk imploding. Since we have Miley Cyrus dancing around half naked on TV, our government isn't too worried about us.

I'd say that Chomsky got it backward. The US government is the citizens' primary enemy, at least in this day and age it is.
