For every time my friend says "I will pay for the gas this time" She has yet to cough up any money for gas.

Usually it is "I wish I had a nickel." It means that whatever was just said or witness is so common -- though probably irritating, or shocking, or annoying, or outrageous. It is short hand for "I wish I had a nickel, for every time I saw/heard that, because then I would be a millionaire/could buy a house/ etc."
