02 OPERATING A VEHICLE ONLY WITH LICENSED DRIVER. In the case of applicants seventeen (17) years of age and above, this restriction will be issued to individuals needing more practical driving experience. An "02" restricted license may be renewed and it is permissible to include an "07" (motorcycle endorsement) with such a license. (See Section I, Policy #21.00).

GRADUATED LICENSING PROGRAM The Graduated Licensing Program became effective January 1, 1998. This program affects those driver license applicants fifteen (15) and sixteen (16) years of age, and requires them to go through various stages of licensing prior to becoming eligible for full Class “E” driving privileges. STAGE 1: LEARNER’S PERMIT (02 restriction) -- Issued for a minimum of 90 days. “LP” will be superimposed on the face of the license over the data area. TO QUALIFY: (1) Be at least 15 years of age (2) Successfully complete drivers’ education (36-hour course) (3) Must pass knowledge test and visual test (4) Must have a licensed driver in the car (parent, guardian, or adult at least 21 years of age) Applicants cannot obtain intermediate license until age 16. Applicants age 17 years or older obtaining a Learner’s Permit are required to retain that Permit for at least 30 days from original issuance. The only exception is IF the applicant submits Certificate of Completion of a 36 hour driver’s course. STAGE 2: INTERMEDIATE LICENSE (61 restriction) -- Issued for a minimum of 1 year. “IM” will be superimposed on the face of the license over the data area. TO QUALIFY: (1) Be at least 16 years of age (2) Successfully complete drivers’ education (36-hour course) (3) Must pass knowledge test and visual test (4) Must pass an outside road test Applicants are authorized to drive during non-curfew hours, which are 5 AM to 11 PM. They are authorized to drive during curfew hours (11 PM to 5 AM) if accompanied by a licensed parent, guardian or an adult of at least 21 years of age.~
