I might need to get a new phone since my old phone isn't charging as well as it used to and because the renewal of my phone contract is up. So i was wondering if should get the Samsung GS4 or Motorola X or is there another phone I should be looking at

You may want to check out the Moto X. You can try to visit a local AT&T, Verizon, US Celullar, Sprint or T-Mobile stores just to test the feel and the specs of the actual phone . Then you can decide if you like it or not.
