No, they are different species. Cedars and junipers do not have separate sexes on different plants.
"Blue berry" cedar makes me think you're looking at junipers, which make bluish berries. The "red" berries may be taxus or yew.
Keep in mind, though, that ANY shrubs or trees that have male and female plants....ONLY the females produce the fruit. So you would never, ever have a male-only plant of any kind, that was producing berries.
