It depends. In most cases, Netflix isn't given streaming rights until at least 30 days after the season has been released on DVD. Sometimes the owners make them wait longer. Sometimes they don't get streaming rights at all.

Cuz they want people to go and buy the DVD first and have that sell first before putting it on Netflix. It's all about money and sales. And also rights play into it.
