If you say it before 10 dates, you are insecure and moving too fast.
After 10 dates, you become exclusive bf/gf. After a couple more dates, you can say you are starting to fall for the other person. After a few more dates, you can say you love them. But that's not very powerful.
What has the most meaning is when you say you are 'IN LOVE' with them. That is much more than love because you can love your family or your pet or your best friend. But 'IN LOVE' means you are ready to spend the rest of your life with this person.

I love you means more than just hey your cool, or I like the way you pay attention to me.it takes along time to tell someone those words and mean all of what it stands for.you will know though if you tell them and then feel awkward or foolish for saying it,when you tell someone that, it should just come out and basically surprise you too.
