I an NTSC number the same thing as the Region code on on a DVD?

I bought a DVD and can't find a "Region Code" but there is something that says "NTSC 1". Before I open it is that basically R:1?

NTSC is the video format. NTSC is used in North America, Japan and other parts of Asia. PAL is used in South America, Europe, and most of the Middle East.

The "1" refers to region 1, which is North America.
