Not a 'Wing....but is a Honda. And, you've got the vintage right. I'll never have a 'Wing or any other "touring" bike. If I ever go that big, I'll get a convertible. This one was meant to be my highway commuter...and it turned out that my commute only grew a mile vs. the ~100 I expected.

My guess is it's a new military submarine able to travel over land but under water at the same time, Our tax-dollars hard at work or the new Craftsman Snow Maker with a reverse gear (whence the mirror). (might be wrong, but when you mix the Pillsbury Dough Boy with lots of sugar you get the same effect).
It's an old windjammer fairing, probably from the 1980's. It may be attached to a goldwing or to any number of other bikes. Back then , most bikes came naked, but there were some aftermarket companies that sold generic fairings you could attach to many bikes. I believe the Goldwing was the first or at least one of the first that had a fairing made by Windjammer to specifically fit their bike.
