-RPG Maker(XP,VX,Vx Ace,2000)=make games
-Flash=Make animation and games
-Photoshop=Make draws and more things related with pictures
-Pencil=Make animations
-Retas studio=Make animes(animations in japan)or animations
-Emulators=download roms an emulators then use one emulator to play a game from a rom
...etc
There are very much things you can do on a pc.
The animation term is an reference for cartoons and videos that look like draws
