Elder Scrolls Online pre-ordering question?

I was going over Bethesda's site and I noticed the ESO pre-ordering thing and I figured I'd check it out. Something caught my eye: if you pre-order, it'll give you an explore package that includes a few interesting things, but there's two types of packages. One's for the Imperial stuff, and the other includes you can be in any race in any alliance.

Well, the Imperial stuff comes with the Digital Imperial Edition. I know that much. But... one thing it's unclear about is if the Standard Digital Edition pre-order would come with the other package, the one with all the races and stuff. I don't want to order the Digital Imperial Edition since it's kinda expensive, but if the Standard Digital Edition doesn't have the explorer's pack (includes the all-races thing), then I might have to...

Another thing... Does the Imperial one come with both packs, actually? I'm aware I *COULD* be answering my own question (I'm not sure if the explorer's pack extends to the Standard edition though whether Bethesda says this or not), but it says on their site that all pre-orders come with the explorer's pack. Does that mean that the Imperial one will come with both? And will the explorer extend to the Standard edition?

Sorry for the redundancy, but I'm trying to say everything in different ways so that if one's unclear, then maybe another will be.

The FAQ says you can upgrade the explorers/standard edition to Imperial later if you want so that would lead me to believe that Imperial already has everything the explorer/standard does, plus a wicked awesome statue of Molag Bal (pre-order only).
