Remember that x^a / x^b is x^(a-b). This is law of exponents.
So for (A) you have (24/32)(x^4/x^7) = (3/4)x^(4-7) = (3/4)x^-3 = 3/(4x^3)
(b) since (x+7) = (7+x) you can cancel the (x+7). But since (x-5) does not = (5-x) (unless x=5) your final answer is [(x-5)(x-3)/(5-x)(x+3)]
(c) the numerator factors into (x+2)(x+5) and denominator factors to (x-5)(x+5), you cancel the (x+5) and get (x+2)/(x-5)
(d) same way as c, factor top to get (2x+3)(x-1) and bottom to get (3x+2)(x-1). Cancel (x-1) and you get (2x+3)/(3x+2)
