Sites like Weebly and WIX are sites for you to create a quick website using pre-defined templates and without much knowledge of web page design/creation.
Hosting companies such as HostGator, 1&1, Dreamhost, etc. are companies that offer web hosting packages. They also offer website design/creation options. As far as hosts are concerned, I use HostGator and am very happy with them. You get a cPanel to manage your entire site (or multiple sites should you need to) and for a reasonable price. Hosting accounts also have quick website building tools that come in your cPanel, but they come with other advanced options too for customizing and having more control over your site.
So it's a matter of what your experience level is and what you are trying to build a website for. If you don't need all the bells and whistles associated with a hosting account, you can go with one of the quick setup sites like WiX or Weebly. They are generally limited to a certain number of pages for free and you have little control over the templates because they give you predefined options to work with.
