How to tell a if my chick is a rooster?

Oh Boy! 
Long story short...got stuck with chickens! There goes my dream of getting a pet rabbit!

Anyway we are currently building the coop. 3 of them were give to us and I think we are going to stick with just having 3 of them.

Our city permits 6 of them, but no rooster!

1. How do I tell if any of them are roosters? They are at the point where they are growing their real feathers. One in particular has his butt feathers stick right up in a fan form. Would he be the rooster?

2. Should I cut their flying wings? I would not like too, but I live in a city; there are dogs and cats. We are building the coop with enough space and making it predator safe so do I need to clip their wings anyways?

3. What will I do if I have a rooster? Would hate to give it away to someone that has no idea how to take care of it or worse they will make him into chicken rooster soup!

1--A roos feathers will be brighter in color meaning more color to the body for 1 second the tail feathers will begin to arch to where the hens feathers stay straight out from the back of the body 3rd the roo will have a much larger comb and alot richer red color than a hen, then in 5-6 months he will begin to crow for you.

2--This depends on the breeds you have if have bantams Id do one side this puts the birds off balance and not able to really get enough jump to fly much of any where.
If have reg sized birds if well fed and housed the birds tend to be come heavy and wont be able to get over a fence so there's no need to cut the wings of these type chickens.

3--If happen to get a roo from this batch sell the bird , give to a farmer around your area if they want it , take to an farm auction, offer it to a kid in 4 H or FFA  or turn it over to a animal rescue .

2. I think you should cut their flying wings. You do not want them to fly away!
3. If you have a rooster I would recommend giving it to a farm or something of the nature. He would be happy there. I hope this helps!
