I think you would have found it if there were any. My acquaintances with a foot fetish have not been able to dissociate the fetish from sex. So, they do not. So, I am guessing there are not people enough to watch a plain foot site.
On second thought, a quick google found a couple of young women who hosted foot pictures, one on FaceBook (that, unexpected). So yeah, like MzC suggested, Google it. Just skip the porn sites.
In fact, you could look at the photos option instead of the text responses. Skip the porn shots. Look at the clean shots. There you go. If you like young women's feet. You did not say. I found no male feet.
