if i have a court ordered money judgmet can i garnish a federal or state tax refund?

I own a rental property in southern california. I had to evict a tenant. in the process I was award a money judgment. I have attempted to garnish their wages. one tenant is already paying a judgment, the other isn't paid by their employer (they keep a percentage of what they bring in and pay the rest to their employer).

can I garnish their federal or state tax refunds? if so, how?

A private creditor can only seize a tax refund that has been deposited into a bank account. You would put a lien on the account, not to mention all personal or real property the person might have within the jurisdiction. Local procedures vary as to how you actually "seize" or "reach" the value of what is under your lien.

It can take many hours to track down assets of defendants.

No you can't . Only fed & state gov agencies can. Never individuals or private creditors.

Did you put a lien on their property at the courthouse after you got your judgment? Vehicles?

No. You need to request an account seizure, where you seize any money she has in any bank.
