Why do some recapitulations start on a different beat than the exposition?

I've noticed this occasionally, that if a theme is first presented on beat 1, it might be repeated on beat 3?
How to approach this? Should the performer ignore the meter, pretending that a common time piece is 2/4? Or is this very very sublte variation in strong and weak stress intended by the composer?

You should approach it first not as a recapitulation, but as just another spot in the music and see how that changes the theme. Then see how those changes in the theme affect it and other part of the piece. Then get a feel for it with both syncopations. I can't guess at the motivations of the composer, but if you approach it from different angles, you can usually discover which one feels the most right.
