Purely because they don't use malware as such to document your activities.
Instead they use the hardware (Called the Trusted Platform module) to communicate with their servers. And they also use your ISP's (e.g. AT&T, Verizon, BT) data on your activities. Such as website history and metadata.
There isn't much you can do. Other than start using a VPN (Makes it a little harder for them to track you) and use Tor. A VPN/Proxy web browser. It makes it harder for them to track you. But if they want to specifically track you. There's no way to escape them, because they'll track everything. Your phone calls, your GPS, your mobile internet, your computer activities. Anything you do that outputs an electrical signal is probably recorded. And if you've done something wrong. You better stop using electricity completely and start running. Because otherwise they'll find you. Even if you use 1000 VPN's. Because they'll get through it and find you.
