Very nice question. if you want to find a person who have great knowledge of SEO then conduct SEO interviews. A well experienced person will answer every question in a proper manner. You can ask their latest work which effect their promotion.

Go to odesk and elance, post a new project for SEO and you will find there some good people with some good history which you have some sense about their work background.
