Why Phantasy Star Oline 2 servers not working?

I can't get on the Japanese website on my PC, and Vita. I had the cartridge version of PSO2 and it is still not working. Does anyone know why? Thanks.

PSO2 has been refusing connections from certain ISPs ever since they got DDOSed a month or so ago. I'm not sure if they've stopped or if they've decided to just flat out IP block non-Japanese connections.
