How does accretion lead to the formation of galaxies?

Well, at the outset, there would be no stars to form galaxies with there were no accretion. And the consensus is that almost all, if not all, galaxies are centered by a black hole. And they are famous (infamous?) for their hungry accretion of stars. So accretion of cosmic dust and debris forms the stars and accretion of the stars forms the black holes around which galaxies form.
